As it's a college site, can't put ads. So I don't want dolphin now. Tried out elgg but didn't liked it.
So I am left with Social Engine or will try Oxwall now.
A school doesn't have any budget for an official part of their site?

Well you have a college/uni, maybe get some of the programming students interested and build something off of Codeingiter or something.
