Well I downloaded this: http://mods.mybb.com/view/downloads-manager

But it doesn't come with a PUBLIC upload page, which I need.

As I'm still VERY VERY new to PHP - but can edit a base upload page for this for the most part. I don't fully understand how to do it.

You've to upload images/zip files through ACP > Configurations > Download Manager (Look at the bottom left corner of the configurations page for the Download Manager link)

I know - But I don't want to do that. I want a public upload page to go with it ^.^

MyDownloads will do both, but it's paid, not free, so I don't know if we can post a link.

But adding an upload page to a download manager isn't difficult. (Not something I'd want to do now, though - too many irons in the fire at the moment.)

I'm not asking someone to do it for me really. I just cant write it from scratch though I probably could edit a base.

Though if someone were to do it for me I wouldn't complain either. I'm not skilled enough to do much with PHP at the moment.
