^ first enter correct cookies on settings.php file , save & upload ; then log into admin panel , enter
the cookies in settings --> general configuration AND save the settings so that they work ..
When I had this problem I couldn't access the ACP so I had to make the changes in the database directly. Then I changed settings.php to match the settings in the ACP and it worked.
Change inc/settings.php first and then you can log into the ACP and change them in the DB.
I am having the same issue now, although my cookie settings are right, I just cannot log in...
I got my friends to register, same thing...
