I'd like to give people the option to allow anyone else to edit their post. The option would be added say under the "Signature" and "Disable Smilies" options and you might have the ability to specify users or usergroups you want to allow.

OK, so you mean to allow thread or post author to specify which user is allowed to edit his own post, right ?

Yes, or usergroup. So they can check a box and an input field would appear so they can enter in either a username or a usergroup that can edit the post.
