So I'm sending mass mail to 2,500 people on my forum as plan text email.

However it's now been 5 minutes and it has the same status:
Delivering (3%)

Does this mean something is wrong? Or will this number increase in time, if so how long?

Try sending the mass mail by 20 people per mail.

I edited the task manager mass mail part and now it sends out 50 emails per minute.

So issue seems to be solved current status is 15% out of 2,500.

I got reseller hosting plan, would I get in trouble if I try to send 1,000 emails per minute? LOL

You need to read the TOS of your host or better ask your host directly so you wouldn't encounter issues.
