Hello guys I need some help with my site,I want to have like a homepage that I Can post on and I Have done it before I Have just forgot and before I dident know where to put my post to show up on the home screen.

Do you mean the portal? Go to yoursite.com/portal.php - you can change the settings and allow different posts in forums show up on that page.
how do i change the setting and how do make it to where when people got to my site thats the page they go to.

If you just add
DirectoryIndex portal.php index.php
to your .htaccess file, you'll get what you want.
There are tutorials and plugins on the forum, use the search system.
