So what's the deal with Permissions? I'm trying to copy User Group Permissions from one forum to another using the Copy Forum feature, and it just does not work. I have every group selected yet they do not copy. Also, dragging the slider to Overview: Disallowed Actions does not disallow everything, which is very annoying. Having to click on Edit Permissions for every group would take a very long time. Any advice? Thank you.

after changing the permissions, you may have to rebuild related cache ...

admin panel --> tools & maintenance --> cache manager --> usergroups <-- rebuild cache

You can also go do: Admin --> Users & Groups --> Groups --> Select Any Group -->
Users & Permissions
