9/10 times using an IP address indicates a remote MySQL server, so using localhost would just make it worse.

I've seen people use an IP when it's not a remote SQL server, so just checking
it is look like remote.thus using 'localhost' is not possible.maybe the connection between the host and the database server is interrupt for a while. but now, it's back to normal. thanks you,guys for all the help.
