I can't think of anything specific related to plugin that I did other that install a few plugins, and then deactivate the WYSIWIG plugin.
I have been busy configuring the new forum (latest version/new install) and forum themes.
But sometime after that I could no longer view the plugin control table (activate, delete, etc.) when I go to config->plugins. The area below the tabs was blank.
And the second tab 'plugin updates' gives me the infamous 'redirect', though as far as I see all my permissions are set right.
But now it's gotten worse!
Now the first tab is missing completely!
Any ideas would be appreciated.

Problem solved.
I deleted all the plugin files and reinstalled them one by one.
TinyMCE (of all things) was breaking it.
