Not selectively. Computers aren't intelligent enough yet to figure out which portions of the quoted material are relevant to the response.
It's not only a problem here, in forums. Usenet is one huge collection of overquoted posts. "I agree" at the top, then 500 lines of quote. (I'll leave the top-post rant for another time.)
Whoever writes the code that makes a computer able to rip out the irrelevant quoted material will make Carlos Slim look like a pauper. (The same code, with a little modification, could delete all spam, and not delete anything that the user doesn't consider spam.)

Are you talking about nested quotes or large posts?
