I think there should be a usergroup for 'Trusted' Plugin developers. Something similar to the Big Board Owners, where you have to apply to be in the group and have group leaders that will accept/deny users. Also a minimum requirement to join it. And maybe these people can get instant-approval on plugins on the releases boards, and mods site.
and maybe a community support helper group like SMF has where people can freely join it to let people know you're availible to help someone.
That would make people to create a simple plugin and join in the group. If you set a minimum number of plugins required, then its still a problem as some plugin authors might create few great plugins whereas some might create many "small" ones. In that case we can't restrict them based on plugins count.
If we consider quality of plugins, then there is still a problem, as people who are not approved would argue, their plugins are better than others.
People who are long time members of MyBB who have proven themselves knowledgeable about the MyBB plugin system and MyBB in general could join.

. This can be useful when someone is looking for a theme, when someone contacts them saying they can do it sometimes it can be hard for them to trust them. (trust me...)

Would be better if MyBB team (or one of the staff) is responsible for selecting/approving people in the group, rather than having a group leader to do it.

That would be how it is handled. This may or may not be on the table once the new Mods site comes out. And yes, it is being worked on. Pirata is the main person responsible for it though, so I'll let him reveal whatever he's ready to about how it works. I can say however that I'm thrilled with it!

The issue with being unable to simply "wget" them now is that you have to agree to the license. That will still be a factor in the new Mods site... however I hope also that Pirate provides for people who want to use wget, curl, aria, and other such utilities. In addition I'm hoping for checksums of the files as well... both sha1 and md5.
