Normal User can delete their own posts. I checked their rights, but in between there are users who can delete their own posts.
I'm guessing that the user is in an additional group which can delete posts. I'm sure that if there was a bug as big as this it would have already been found.
Admin CP -> Users & Groups -> Groups -> *Usergroup* -> Forums and Posts -> Editing/Deleting Options -> Can delete own posts?

Also, which plugins do you use?
Double check usergroups permission

I have it set so that they cannot delete their own posts.
ACP >> Configuration >> Settings >> General Configuration >> Disable all plugins >> Yes
Do you still get the problem with all plugins disabled?
The only problem is that users do not delete their own posts constantly. That would mean that all plugins were disabled for a long time.
