Our reported posts going only to Admins: How to make them go to Mods?

I feel like they used to go to mods... is there a setting for this somewhere?

They go to Admins & Super Moderators by default, not just admins.

Ahh - ok. where can I adjust the settings for this?, or is that just not possible?
