To find great HEX colors, I would recommend you use the following websites:
Online Color Schemer and Generator - This site will generate HEX codes for you and give you suggestions on colors that go well with others.
VisiBone Webmaster's Color Lab - This will list the basic colors for you, in an easy to use palette.

If you are a Firefox user, you should also download the free ColorZilla extension. It has an advanced eye dropper, color picker, page zoomer and more. Click HERE to go to the ColorZilla Install and Download page over at the official Mozilla Firefox addons repository.

One piece of software that I STRONGLY recommend you have is called "Eclipse Palette". Its free and is from an excellent company called "Green Eclipse Software". Here is a preview of what the EclipsePalette program looks like:

Finally, there is one more program that I would STRONGLY recommend you have and it is once again from Green Eclipse Software. when i don't feel like opening Photoshop I use this color palette which is basically the Photoshop one, but in pure Javascript.

If you want to have GIMP but are used to the photoshop style try GIMP Shop
I use FireWorks and a program called PIXIE which is a simple color grabber..I can hover over anything and COPY it's color to the clipboard for pasting. It makes my life incredibly easy for color work.
Thanks for the colour picker, I'm too lazy to open photoshop most of the time.

ColorCop is another nice tool for picking colors.
did some google searching on the last two programs who are mentioned in the first post. lets hope these links stay working..
