Is there any way so that when people attach attachments then those attachments can be optimized?

What I mean to say is that when people attach images etc., I want the size should not exceed 600x600 pixels.

Also, I want that image should be optimized and their size should be reduced.
FOr eg, a 600x600 pixels image can be of 100kb and it can also be made to 10kb by saiving it as Save For Web in Photoshop. In this way, the quality of image reduces little but that becomes optimized

But image resizer & optimizer plugin not working for me
