I've used wireshark in the past something that I honestly can't remember .
Edit: Actually that may not work . Are you going to be testing just default ports for different protocols?
You can try http://broadband.mpi-sws.org/transparency/glasnost.php
They also have a way of creating your own test (for other ports I would imagine but didn't try it).

I need to check my networks open ports from my PC, without knowing it's structure. So basically i need to send data to each port, and see what happens to it.

No, he doesn't need to check open ports on his pc. He needs to check open ports on the outbound connection of his campus. His college/uni is throttling a lot of traffic, and he sometimes gets 2000+ ms pings XD
