Where can I change how many seconds users have to wait before posting again?

And while I'm thinking of it, where can I change it so people can set their own custom titles?

It's in the Posting settings group under "Post Flood Checking" and "Post Flood Timeout"

About the custom user titles, when you edit the usergroup, you can change the permission named "Can Use Custom Titles" in the "Permissions: Account Management" section.
