And upgrade complete

Go to Admin CP --> Configuration --> Settings --> General Configuration and Disable all plugins.

check [wiki]CHMOD Files[/wiki] ...
Just make sure that the index template of your theme wasn't wiped out in upgrade or check the index.php file of your server and try replacing it with a 1.6.5 one.
Your index says

What do you have for the CHMOD? Try putting it at 777.
