At request I have split this issue off into it's own thread to avoid confusion.
I have enabled a ton of groups to show on the Forum Team page. We intend to use it as a membership list for the sub groups on our forum (essentially each group is an individual competitive team).
However the page only seems to display at most 7 groups. When I disable one of the ones showing another will appear, and so on until the number set to display drops below 7.
All the groups have the "Display on Forum Team" page option enabled.
The other half of this issue is not all members show, it only displays Primary Group which is not enough for our purposes.
