Explain more please? What settings you're talking about? That is a standard no perms page when one is not logged in (guest view). Tell us the URL of the page you want to block.

What crazy4cs said we need more info.
If you are talking about what groups can view forums, Login to the Admin Control Panel, click Forums & Posts, from there you can click on Options next to the forum you want to change the permissions on then simple select Permissions.
