I have a group that has limited ACP access but no MCP access so they get the notice that there is a reported post however without access to the MCP they can't see the report. I know that the ACP access is the cause because my test account didn't see the notice when ACP access was removed. After restoring access I then revoked all admin permissions (leaving access to the ACP) yet the user still could see the message so it doesn't seem to be related to any particular admin permission. This is just an FYI for the developers because it must be a bug.
