I have the 'Default Timezone Offset' set to "GMT -5:00 Hours"

However, my forum shows that my time is 08:10 PM, when it's really 7:10 PM.

I've tried seeing if the 'Day Light Savings Time' setting had any bearing on it, but nothing...

Go into your User CP and set your time, maybe thats different.
