Is there a way to disable the shoutbox for specific users. For example member 1 don`t want a shoutbox member 2 says alright i want to have a shoutbox. Or better is there a possibility to make that a option in there user profile?

If you use Myshoutbox mod, they can just Hide it clicking on the icon.

you can use a custom profile field (yes / no type) along with template conditionals plugin to make it possible ..
