I don't remember this happening before and can't imagine it would be by design, but if a user is assigned as a moderator to a specific forum, then you delete that moderator from the forum, the user has their primary group changed to "Registered".
I can reproduce this error by adding a user as a moderator to a forum then delete their moderator status on that forum.
New installation or upgrade (from which version of MyBB)?
