How many characters could you need? In my board, without any known configuration of thread title lengths, I can type 123 about 30+ times.
Keep titles short, like in an email. You wouldn't set the subject to half of a long message..instead, it is short.

the database, by default, supports up to 120 characters. the template for newreply and newthread would need to be updated to change the maxlength from default of 85 to a number up to 120.
