I'm wanting place a url link in a sub forum title. Is there any way to do this? If not can one be added in the description? I tried using bracket tags and it didn't work.

For example I'd like there to be a link beside the sub forum title "Wood Identification"

You mean add your custom link next to Wood Identification?

In the forum's description, use <a href="LINK PATH">YOUR LINK NAME</a> to add a link.
