I see on some forums they have a section where its only available to people who buy a subscription and they have a shoutbox if you buy the subscription. I was wondering how to set this premium section up?
Setup a usergroup and give it permissions to the shoutbox. How you do that depends on the shoutbox you use.

Also when wanting to make forums for private premium use just set up the group and use the forum permissions for that group.
