admin panel has a configuration setting for it ; users also have option at user control panel

After i install force post bit layout i can't find the setting, may i get the help ?

that plugin takes the setting value available at admin panel & forces it on all users

admin panel --> configuration --> settings --> show thread options --> Post Layout
