I am moving to a new domain and also want to start on a fresh install as over the years i have bits of old plugins doted about etc etc so what i wanted to do was do a fresh install on a new domain then import my current users, forums, threads, posts and post content to the new install with out importing all the plugins modifications etc. can this be done and how?
Go to your ACP and backup your mybb_users, mybb_forums, mybb_threads, mybb_posts.
I've done this before. All you have to do is merged it into a fresh installation of MyBB.

Would this also pull the forum permissions etc or should i also backup forumpermissions forumsubscriptions etc
Just uninstall and delete the plugins. There's no need to do a fresh install. Users would lose all of their settings and options, subscriptions, etc.
