I suspect this was because of ModNotice Plus, but even after trying on a non-mod account and then uninstalling it, it's still doing the same thing.

I've found the files I have to edit to change the number of rows of the text box but this just resizes the whole thing including the blue frame and the white text box still overlaps by the same amount.

So, I'm wondering how I can resize or fix the white text box so that it's not going over the edge of the blue frame's border.

mod notice plus plugin can not be a cause for it ; if you think so then disable / uninstall the plugin & check

if you change the theme then you can see that the text box fits in the area. OR see fix text editor area

Turns out it was because of my extra line of MyCodes in the editor.

So I used the link in your post to set a fixed height and width, with a height a bit higher than normal, and now it looks perfect.
