I need to make a new menu tab to top main menu beside Tools & maintenance so that when user clicks on that new menu tab it will open new page (on this page, i will write my code to display the suggested topic and subtopics by the user).

Can someone please help me and tell how to do it?

do you want to create a whole new module file or keep it all within a plugin file. a new module is preferred as it reduces the plugin code needed and read with every page load.
