When I try to upload a theme, after I press enter it will take me to a page that says redirect in the top corner, when I leave this page it never imported the theme.

have you uploaded the theme files to the server .. are you using theme's xml file for the import ?

check if you have correct CHMOD permissions for ./cache , ./cache/themes/ AND subfolders - should be 777

When I try to change it I get 504 Command not implemented for that parameter
