on this forum there is an anti bump plugin or setting that stops people bumping but instead appends a post on to a users last one does anyone have any ideas how they do it.

It's a core feature. Go to Admin CP > Configuration > Settings > Posting > Post Merge Time.

We have it set to 24 hours here (1440 minutes).
