Nope, it doesn't cost too much. I sent 200$ USD 3 days back through PP and the receiver received 193$ USD.
That is for 200$ Yaldaram, taxes does go high as amount goes high. Its not like we calculate like for 200 bucks 7$ goes as tax, so for 1K$ 7X5 = only 35$ doesn't goes as tax, it goes quite high.
While am not sure if it'd be 700-750$ for 1K$ payment, but I believe at least around 100$ or more definitely gets subtracted as taxes.

for 1K$ it'd be 39.30$ as tax, quite good, but for other countries, am not sure. Still a lot high than LR.
I never made a 1K$ transaction also because now PayPal doesn't allow sending money facility to Indian users but I did heard such things I believe. Not sure of what are those taxes levied in other countries though.
