It's not, I believe he meant that it's a converted IP Board skin.
You need to change some colors like the outlining blue, and some of the images look out of place. You need to change some font colors too as it's hard to read them.
If you're going to implement such a parallel user header then I recommend shorting it so everything can fit on one line.
