What you're trying to get is two separate plugins with two different functions.
Checking Duplicate Posts - is one thing
Force Users to Post - is different thing
You can't get both bucked into one single plugin. So here are few plugins already available;
- No Duplicate Posts: http://yaldaram.com/showthread.php?tid=2885
- Force Users to Post to See Thread: There was one in mybbsource.com named "Must Post" (perhaps) but I can't find this atm. You can google it yourself.
