OK, so I'm pretty nooby. My last forum... failed.

I'm thinking to make a new forum, and I was wondering if there was a way to create everything without uploading it first?

Last time, I upladed it all and then updated it all that way, and then purchased a '.com' later on. This time, I want to make sure everything is ready and then upload it.

Is this possible?

you can use your own computer as the webhost for your forum ; working with xampp makes it easy ...

Wait what? Create everything without uploading? Maybe you mean without purchasing hosting and/or a domain... you can sign up on a free host with a free domain at http://www.000webhost.com/ or http://www.x10hosting.com/
