the quick replay doesnt appear for the new users they have to go to their control panel and change the sitting to make it appear
I checked the template in the usercp_options

I dont know what is the problem and it just appeared recently

have you turned quick reply ON at admin panel settings ..
admin panel --> configuration --> settings --> Show Thread Options --> Show Quick Reply Form <-- on
users select it on / off while registering ; user control panel setting also exists to change it if required ...
its on already
and all user can use it
but the problem when the new member register the default is no so how to change it to yes

I would recommend upgrading to 1.6.5. Multiple bugs and security issues were patched, and leaps were made in terms of fighting spam (recaptcha going core, honeypot field, finding users with links in profile, etc.)...
