Because you set the online time limit to 0 minutes. Change it to something like 1 or anything that's not 0. 0 will keep it from EVER refreshing.

It was 1 before then I changed it to 0. I will change it back to 1.

EDIT:
It's still doing it. Same for the ACP, it shows all the admins listed.
