the issue is not your site, it the route, or "path" your visitors internet request is taking. that "path" is very slow, thus the visitor is getting a bad user experience. nothing you can do about it, and given the part of the route that is slow, nothing your visitor can do either

no, as you can see in the info you posted, the hosts he is routing through are well past his ISP
So there is no solution for him ?
unless he can find a proxy that will use a fast route, there is no fix.
