Can use private messaging? is a group based permission . if you want to disable the PM facility for a user then you have to change user group
make a user group in which users do not have private messaging facility AND move specific users to that group !!
ACP > Users and Groups > Groups > and Under "users and permissions" tab, untick the following two options;
Can use private messaging?
Can send private messages?
Or if you want it to do on per user basis, the try this:

since MyBB is a "Yes wins" design, this only works if they are not part of any other group that is allowed PM access.
