in this screenshot which black welcome bar in the down portion
i wants to put it on the upper portion.

it appears to be fixed at bottom (floating as you scroll) - forum URL required to check & suggest ..
Edit : check for position:fixed; for #panel in your forum's global.css and remove that ..

and then check please

^ admin panel --> themes --> bluesteel theme --> global.css --> Edit Stylesheet: Advanced Mode
find code for #panel AND remove below part

I have a question about that panel as well, can we make it so that it draws over everything?
For example, this applet draws over it
