So yeah, how do I add this style/image to the toppest or the start of the header. Before the logo and welcome block. Here's an image.

you can try adding <div id="myheaderbg"></div> at the top of header template & #myheaderbg {background : url("image path");} in theme's global.css

Edit: Didn't work. The image is not showing. I added the code below global.css and after the header div.
