Okay, so I'm creating a theme right now and the very bottom of the forum stats has a blue bar instead of the black tfoot_bg I have.

You need to change .tfoot in global.css

I know that, I already did. But there's just a white stripe there.

I'm not really sure what more you expect us to do without seeing the source?
