I want to give my users the ability to private message an entire usergroup, or better yet, usergroups that I allow.

How do?

You may use the Mass Mail.

Oh I didn't know you can mass private message. However, I want users who do not have access to the ACP to mass private message.

Then you'll need a plugin. I don't think there is any plugin available right now, so you've to request.

I will look into making one myself. I've been making a few plugins lately.
