I want to disable the feature and remove it from USer CP to allow them to change their usernme and title as i added it in newpoints and i am making it paid.So how can i remove it from UserCP ?

ACP > Users and Groups > Groups > Edit desired usergroup > Untick "Can change username?" checkbox.

And create another usergroup (e.g. VIP) and allow them to Change their usernames once they pay you through PayPal etc.
