How do i make it so users on my forum need at least 20 posts before they can send privite message/email is there plugins for this?

Have you tried with group promotions?

And yes, there is a plugin for this already.

He mean, he don't want to pay for a plugin that's can be done/bypassed for free, maybe.

Also @OP, with the search function you will find an answer already to a similar thread, without paying anything, as jard0n5 said, just use group promotion, don't surcharge mybb with useless plugin when you can use a feature inside.

see tutorial related to permissions with group promotions .. a couple of plugins coded for earlier version of MyBB
work with some modification to cater above requirement . one such plugin is : contact restriction
