Yes because you update for a previous version, if you upgrade two times same thing happens, because you have made the update from last version to new version (1.6.6) and it´s the right way to upgrade xD.

i download the latest version 1.6.6 and upload (Wiki Changes files)
and go to install/upgrade.php i can,t upgrade my database an d in the admin it shows 1.6.5

Do you have a previous or something like that, on admin says the last version installed taken by your db. Well if you have the 1.6.5 version and put the files of pack on your site, then go to upgrade.php message of lock appears. But then if you delete that file can upgrade your forum. With admin data.(user and pass).
What message or what happens because you told us can not upgrade but why ???

you must upload everything in the upload dir except the settings.php file.
