I have moved my forum to a new host i edit inc/setting.php correctly
My forum posts and users are located on my new host i go to admin panel turn the board online then The users are located back on my old forum at .x10.mx wtf how do i fix this???

You edited the file, but you need to edit the database entries which create that file. If you can login to your MyBB admin at the new host then update the new URL, and/or use phpMyAdmin to access your database.

If it still doesn't work (after direct edit of the DB) check to make sure inc/setting.php has the new URL since it might have been over-written by the older db settings.

ps. also check your cookie domain setting....
