Why my Website http://vubscs.tk is cached even in Firefox at one of the user.

I tried clearing the cache, entire browsing history, flush dns through cmd. But It keeps on displaying the same old web page. Not only the style but also the moved posts ( at their original position ) .

how to resolve this issue ?

Are you using any type of caching webhosting service? This includes CloudFlare as an example, because if you are you will have to wait for them to re-cache your site before the look and everything changes.
Try doing a hard-refresh (Hitting F5) on the website.

goto windows > run

then type in the run box: cmd then click OK

in the command window just type:
ipconfig/flushdns
press enter & close

see if that helps

Site is working fine every where, but it is making problem with one user, I am not using cloud flare. I have cleared flush dns also, I tried hard refresh (ctrl+f5) . Used chrome , opera , firefox on the users computer but result was zero.
